TYLER, Texas (East Texas News) — Arrest records trace the history of a man back to 1999 for voyeurism, involving watching children and exposing himself while wearing a diaper. On Thursday, he was accused of asking two girls to change his diaper in a Tyler neighborhood.
Wesley Worl, 45, was arrested Thursday and charged with solicitation of a minor and burglary, along with other charges and allegations dating to 1999.
In the latest incident, two girls riding bicycles and a skateboarder in their neighborhood noticed a silver vehicle following them and stopping whenever they did, according to arrest affidavits obtained by KLTV.
Later, on their way home, they saw Worl seated in the vehicle in the parking lot of Andy Woods Elementary School. According to the affidavits, Worl then stepped out, wearing only a diaper, and shouted: “Boo boo ga ga, I need a diaper change.”
Terrified, the girls hurried away, making their way to the home of another family where a man and his son were working in the garage.
The man said the girls approached so quickly that they scraped their knees, claiming a “terrifying man” was pursuing them.
The son went in search of the vehicle while a woman inside the house tried to calm the visibly trembling and truly frightened girls, who later told him that the man had asked them, “Would you change my diaper?”
Investigators later identified Worl as the suspect and arrested him at his workplace.
The arrest documents outline a history dating back to 1999 of alleged voyeurism by Worl—watching children and exposing himself while wearing a diaper.
In September 1999, Worl was seen watching children at a daycare. When Tyler police questioned him, Worl said he was “just changing his diaper,” according to the affidavits.
In April 2002, Worl was seen peering through the windows of an apartment. When questioned by police, Worl admitted to having watched young children at a daycare, according to the affidavits.
In April 2005, Worl was arrested for stalking his then-girlfriend and was sentenced to five years of probation.
In August 2005, Worl was spotted watching a woman near a swimming pool and received a warning for trespassing.
In November 2005, Worl received another trespassing warning after being seen watching children from behind a tree.
In July 2006, reports indicated Worl walking through Walmart on Broadway Avenue, looking at children and women with his hand inside his shorts. When questioned by police, Worl said he was checking to see if he had soiled his diaper, according to the affidavits.
Worl was prosecuted for the November 2005 and July 2006 cases and sentenced to seven years in prison.
In November 2012, police received a report that Worl exposed himself to a child at a Walmart on Troup Highway. Worl denied the allegation and admitted exposing his diaper, according to the affidavits. He received another trespass warning.
Worl was arrested in October 2016 for unlawful entry at Faulkner Park.
In July 2025, Worl was captured on surveillance while entering a Walmart on several different dates. The Walmart manager stated his intent to pursue criminal charges.
